Framework concept

Effective Human Control

Why visible human approval is not the same as practical control.

Public definition

Effective Human Control is used by Meseray Institute as a public research concept for asking whether an AI-enabled or agentic system remains under real command as autonomy, tools, permissions and operating complexity evolve.

The point is not whether a human is visible somewhere in the interface. The point is whether a capable person or institution can still understand the trajectory, challenge it, stop it, revoke authority and reconstruct what happened.

Executive question

Can the organization still govern the capability in practice, or is it relying on formal signals that no longer provide effective control?
